ABSTRACT:
California’s increasingly diverse student population continues to outpace the diversity of its educator workforce, with Black teachers representing just 3.6% of teachers statewide. Research consistently shows that Black educators significantly improve academic, social, and behavioral outcomes for all students—especially Black students—yet persistent shortages, high turnover, and limited institutional support hinder progress. This fact sheet highlights current challenges in recruiting, training, and retaining Black teachers, including statewide shortages, declining representation, and inequitable working conditions. It also outlines growing policy momentum in California, including major 2025 investments in teacher residencies, student-teacher stipends, and National Board Certification incentives. Proven programs such as residencies, the Golden State Teacher Grant, and National Board supports demonstrate strong outcomes in diversifying the workforce and improving teacher retention. Finally, the publication provides guidance and resources for aspiring educators—offering pathways, financial supports, and tools from the California Commission on Teacher Credentialing—to strengthen Black educator pipelines and advance educational opportunity.
