ABSTRACT:
The C.A.R.E. Framework—Culturally Responsive, Accomplished Teaching, Reflective Educators, and Equity-Centered Practice—emerged from the Center of Research for Expanding Educational Opportunity (CREEO)’s National Board research project, which examined how educators experience professional growth through the National Board Certification (NBC) process. Grounded in empirical findings, the framework synthesizes four interrelated dimensions that educators and facilitators consistently identified as transformative: cultivating cultural responsiveness, embodying accomplished teaching, deepening reflective practice, and advancing equity-centered pedagogy. Together, these dimensions form a justice-oriented approach to instructional supervision and teacher learning. The C.A.R.E. Framework serves both as a reflective tool for educators seeking to strengthen their classroom practice and as a guide for facilitators fostering collaborative, inquiry-based professional development aimed at achieving equity and excellence for all students.
